Steel fixing is priced on tonnage or on area, by a crew whose output depends almost entirely on what the detail looks like. Both of those facts get lost in the way enquiries are usually written, and the result is a price that changes once work starts.
This is written from the fixing side. Every item below is something that, when missing, either makes an accurate price impossible or produces a dispute later.
1. A bar bending schedule, not just drawings
Drawings show the arrangement. The bar bending schedule turns it into bars: mark numbers, diameters, shapes, cut lengths and quantities. Without it, tonnage has to be taken off by the estimator, and the tonnage is the thing being priced.
That take-off is not free and it is not risk-free. Two estimators working the same drawings will not arrive at the same figure, and whoever is low wins the job and then argues about it. If a schedule exists, send it. If it does not yet, say so — a price given against drawings alone should be labelled as provisional by both sides.
2. Laps or couplers, and who decides
Lapping and mechanical couplers are different jobs. Laps consume steel and add congestion; couplers cost more per connection but relieve congestion and can be the only way to build a heavily reinforced junction.
Two things need stating: which is specified, and what happens if it changes. A scope priced on laps that becomes couplers on site is a variation in both labour and material. Where the engineer may switch, say so at enquiry rather than discovering it at the first column.
3. Tonnage or area — and whether the scope supports it
Fixing is commonly priced per tonne. It is sometimes priced per square metre for slabs and simple decks, which suits repetitive work with predictable bar sizes.
The trap is that the two are not interchangeable. Light mesh over a large area prices badly per tonne, because the labour is in handling and placing rather than weight. Heavy congested columns price badly per square metre for the opposite reason. If the enquiry does not say which basis is expected, expect quotations that cannot be compared with each other.
4. Who supplies spacers, cover blocks and tying wire
This is the single most common split-responsibility argument on a rebar package, and it is worth more than people expect once it is multiplied across a structure.
Steel is normally free-issue from the client or their supplier. Consumables are the grey area: spacers, cover blocks, tying wire, and sometimes the couplers themselves. State it. "Labour only, all consumables by others" and "labour and consumables" are different prices, and both are legitimate — but only one of them is what you meant.
5. Congestion, and the detail that cannot be built
A column–beam junction that works on a drawing can be impossible to fix in steel: bars from four directions arriving in the same zone, insufficient clear spacing for the aggregate to pass, or a cage that cannot be assembled in the order the drawing implies.
Experienced fixers spot these early, and raising one is not obstruction — it is cheaper than discovering it with a concrete pour booked. What an enquiry should carry is the congested details, so the price reflects them and so the question gets asked before the programme depends on the answer.
Cover is part of the same conversation. Cover is a durability requirement, and in a coastal environment it is one of the things a structure's life actually depends on. A congested cage that only fits by losing cover has not solved the problem.
6. Hold points, and who pays for a crew standing still
Reinforcement is inspected before the pour. That inspection is a hold point: the crew has finished, and nothing further happens until it is signed off.
If the inspection slips, the crew is on site and not working. Whether that time is chargeable depends entirely on how the job was let — on a day rate it is, on a lump sum it is a variation nobody agreed. Saying at enquiry stage who calls the inspection, how much notice it needs, and what happens if it is late settles this before it costs anyone anything.
What a complete enquiry contains
- Drawings and the bar bending schedule, or a clear statement that the schedule is to follow.
- Laps or couplers, and whether that may change.
- Pricing basis: tonnage or area.
- Free-issue steel confirmed, and consumables split stated explicitly.
- Programme, including the pour sequence — fixing follows the pour plan, not the drawing order.
- Site conditions: access, craneage, whether steel is delivered to the workface or to a laydown area, and storage.
- Inspection and hold-point arrangements.
None of this is unusual information. It is simply rarely all in the same email, and every item missing is a place where two contractors will price different jobs and call them the same.
